Podcast Episode 39 – A View from a County Appraiser – Ryan Hargrove

In Episode 39 of the Eminent Domain Podcast,  Ryan Hargrove of Orange County, California joins us to discuss what appraisal looks from inside the County Office.

During a 20-year career, Mr. Hargrove performed real estate valuations for many purposes including eminent domain and right-of-way acquisition, loan underwriting, financial reporting, estate and gift taxation, litigation support, assessment appeals, purchase-price allocation, asset management, and transaction fairness. In his current position at the County of Orange, Mr. Hargrove provides valuation services to County departments and agencies to facilitate acquisition, management, leasing, and disposition of real property.  Prior to joining the County of Orange, Mr. Hargrove was a Senior Appraiser in the right-of-way division of the County of San Bernardino.  Mr. Hargrove earned a Bachelor of Science degree in business administration from USC in 1999 and a Master of Real Estate Development degree from USC in 2000.  He currently serves as an adjunct instructor of real estate appraisal courses at Long Beach City and Mt. San Antonio Colleges and previously taught at Orange Coast College.  Mr. Hargrove has served part time as an Assessment Appeals Hearing Officer for the Los Angeles County Assessment Appeals Board since 2008.  He’s a designated member of the Appraisal Institute, holding the MAI, SRA, and AI-GRS designations, and a credentialed member of the International Right of Way Association, holding the R/W-AC credential.

We discuss how the County selects appraisers, about one of his current projects trying to value flowage easements, self-driving cars, and valuing property with a value date from 75 years ago.
